Anna earned her BS Economics (cum laude) and MS Economics degrees at UPLB and is currently finishing her PhD degree in International Development at the Nagoya University in Japan, as part of the Transnational Doctoral Program for Leading Professionals in Asian Countries of the NU Asian Satellite Campuses Institute.

She is currently Director of the UPLB Office of International Linkages, a natural progression of her work on internationalization of higher education. She spearheaded efforts to develop the framework to enable joint programs of UPLB with foreign universities as well as leading the actual implementation of the first dual degree program of UPLB, developed through the Joint Development of Niche Programmes through Philippine-UK Linkages project supported by the Commission on Higher Education (CHED) and the British Council. She continues to provide technical assistance and guidance in internationalization efforts of the CHED, in their work on enabling policies and on building capacities in local colleges and universities.

In previous engagements, Anna helped propose the establishment of the UP Professional School for Agriculture and the Environment (UP PSAE), the extension campus of UPLB in Davao del Norte in the southern Philippines, serving as the first UP PSAE Director. She also helped in drafting the proposal for the UP Clark Green City in the northern part of the country. These campuses are being developed as greener and smarter campuses with innovative and interdisciplinary programs focusing on agriculture, sustainability, and other programs dealing with emerging and emergent development concerns.

She is an Assistant Professor at the Department of Economics in the College of Economics and Management of UPLB, teaching courses such as Energy Economics, Consumption Economics, and Public Economics. She was awarded the One UP Faculty Grant for 2016-2018 and for 2019-2021 for her achievements in teaching and public service.
