Assistant Professor and College Secretary
National College for Public Administration and Governance (NCPAG), UP Diliman
He is an Assistant Professor at the National College of Public Administration and Governance (NCPAG) of the University of the Philippines Diliman. He also serves as the current College Secretary of NCPAG. He teaches courses in research methods, organization studies, and local government and urban affairs. His specializations include human resource management in the public sector, public management, public sector leadership, organizational behavior, disaster management, e-Government, international and local governance, and democracy.
Dr. Ugaddan served as an associate professor at the Isabela State University, Echague, Isabela. He also worked as a senior research associate at the Research Center for Public Human Resource Development, program manager for the Global Master of Public Administration (e-Government and e-Policy), program coordinator for the Master in Public Management for the Latin and Caribbean civil servants at Sungkyunkwan University, Seoul, Korea. Dr. Ugaddan was involved in numerous research projects such as entrepreneurship in the public sector, conflict management in East Asia, funded by the National Research Foundation of Korea, and among others.
